1. General
A. Rule Changes

Rules may be changed at any time, with 14 days notice to affected clubs

Clubs and teams will be notified of any changes to these rules via email
2. League Membership Application and Fees
A. Membership
-
Any Eastern Ontario Soccer (EOS) club member that is in good standing and has permission to operate youth soccer may participate in the league
B. Applications
-
Applications must be completed through the Coliseum website or emailed to admin@coliseum.ca

The application deadline is October 7
-
The withdrawal deadline is October 13
C. Fees
-
The 2025-26 team fee is $2,350.00+hst
3. Age Groups and Divisions
A. Offerings
-
U12 & U13 for both boys and girls
-
Tier 1 (summer Premier), Tier 2 (Tier 1) & Tier 3 (summer Tier 2) divisions will be offered. If less than four teams are registered for a division it will be merged with another division
B. Division Size

A minimum of four (4) teams
4. Player Registration & Transfers
A. Players:
-
Must be registered and approved in Sports Engine (SE) to one of their club's player pool's Team Roster Report (TRR) in order to be eligible. TRRs are stamped by EOS. Clubs must have their players registered in Sports Engine by no later than October 17, 2025 to be eligible for the November 1-2 opening weekend
5. Rosters
There are no official team rosters in U12 & U13. Any player that is approved to the club's stamped player pool TRR for that age group is eligible to play
6. Team Officials
A. Registration & Certification

Each team must appoint a head coach
-
Team coaches and assistant coaches must be certified and registered in accordance with EOS policies and published rules.
-
Team managers must be registered in accordance with EOS policies and published rules.
-
All team officials must appear on the TRR and gamesheet, and if they are assisting with any game-related matters they must sign the gamesheet and sit on the bench.
B. Responsibilities
Team officials (head coaches, assistant coaches and team managers) are responsible for:

The behaviour and conduct of their players and spectators
-
Having a copy of their club's stamped TRR with relevant information for each player. Each player's picture/headshot must be on the TRR. Only TRRs stamped by EOS are valid.

Conducting card checks of their opponents' players and staff before the game. Any issues arising from card check must be brought to the attention of Coliseum staff before the game or at halftime
7. Playing Up
A. Call Ups
-
From Same Age Group: There are no restrictions on players playing with different teams within an age group, provided the player is approved to the club's stamped player pool TRR for that age group

From A Lower Age Group: According to OS Grassroots Game Procedures, call-ups from a younger age classification are not permitted. However, if players are evaluated and approved using a Fast-Tracking form, as per OS Procedures and to a maximum of 25% of any team, they may play for an entire season. They cannot play back down at their age group until the next outdoor season.
B. Temporary Eligibility Permits (TEPs) are NOT permitted
C. Short Term Registration Permits (STRPs) are NOT permitted
8. Game Sheets

Game sheets are printed by the league. There is one (1) game sheet per game. It will be available to make changes to at the front desk up until five minutes before kickoff. All players playing must be listed on the game sheet.

Jersey Numbers: Jersey numbers are printed on the game sheet. Coaches and team managers can update them as needed over the course of the season through their Coliseum login by using the 'Player Roster' option. If needed, they can be updated with a pen at the field.

Handwritten Players: Players' names can be handwritten on the gamesheet, provided they are listed on the club's player pool stamped TRR

Late/Absent Players: The names of players and team officials who are not present at the game must be crossed off the game sheet. Players that arrive during the second half are not permitted to play

We ask that managers complete the steps above no later than ten (10) minutes before their scheduled 1-hour time slot (8:50am, 9:50am, etc.)

Coliseum staff will give the filled out game sheet to the referee five (5) minutes before kickoff
-
Referees will bring the game sheet to the desk after the game. Managers may come to the desk to verify information or take a picture for their records
9. Number of Players & Substitutions
A. Number of Players
-
Teams must always have a minimum of five (5) players on the field. If a team can only field four or less players at any point in time during the game, the game will be called off
-
Teams can dress a maximum of eighteen (18) players on game day
B. Substitutions
-
Unlimited substitutions may be made throughout the game. All outfield players can substitute ‘on the fly’ and do not need the referee’s approval
-
The goalie may substitute only at the discretion of the referee
10. Duration of Games
-
Games are two, twenty-five (25) minute halves with a half time of up to (5) minutes
-
All games will start at the top of the hour (i.e., 8:00am, 9:00am, etc.)
-
All games will end five minutes to the top of the hour (i.e., 8:55am, 9:55am, etc.).
11. Scheduling
A. Weekends
-
Teams will play twelve (12) games
-
Games will be scheduled every Saturday from November 1 through to February 28, except in the case of bye-weeks (b.) & blackout dates (c.)
-
Due to limited field availability teams should expect to play at least one game on Sunday
-
The March 7 weekend will be used as a contingency date in the event of an inclement weather weekend during the season
B. Bye Weeks
-
Teams may have up to four (4) bye weeks
C. Blackout Dates
-
December 27
-
February 14 (teams that made scheduling requests, or are in a division with an odd number of teams may have a game(s) this weekend)
D. Reschedules
-
See ‘Rescheduling Policy’. Please note we only have the ability to accommodate reschedules on February 14 & 15 (Family Day weekend). Space is limited.
12. Standings
A. There are no standings for the U12 & U13 age groups
13. Equipment
A. Jerseys
-
All players on the same team (except the goalkeeper) shall wear matching shirts
-
Where, in the opinion of the Match Official, a similarity of the uniform colours could be confusing, the home team shall change provided the away team has their jersey colour listed on the website. It is the responsibility of the coach of the team that is required to change to have alternate shirts/pinnies available
-
The goalkeeper shall wear a shirt of a different colour from those of his/her team and the opposition
B. Shin Pads
-
Must be completely covered by the socks
-
Are to be made of rubber, plastic, or a similar suitable material
C. Footwear
-
Shoes with metal studs are not permitted. Any other indoor shoes are acceptable
D. Ball
-
The home team shall provide TWO (2) game balls
-
U12 use ball size four (4)
-
U13 use ball size five (5)
E. Jewelry
-
Jewelry is not permitted and cannot be taped. Medic Alert bracelets and necklaces are the exception if they are fastened securely so as not to bring danger to any other player. The referee should be aware of any player that is wearing one of these
F. Hair apparel
-
Must be of soft fabric, no plastic or metal items are to be worn
G. Sports hijabs/headscarves are permitted
-
Sports hijabs / headscarves are permitted.
*If in the opinion of the referee, any of the above-mentioned criteria is not met, the player may be requested to leave the field of play to rectify the situation before returning to the field of play*
**Referees have the FINAL say on the safety of equipment**
14. Protests
A. Player Eligibility
-
All protests regarding the eligibility of a player that arise before or during the game must immediately be brought to the attention of the referee and Coliseum staff. Protests brought forward more than 15 minutes after the end of the game will not be entertained.

The Coliseum’s decision may only be overturned by appeal to the EOS
B. Other
-
Protests pertaining to the turf, goal posts, crossbars, ball, colours, etc. will not be entertained. These issues must be brought to the attention of the match official and Coliseum staff
15. Discipline
A. Yellow Cards
-
Player is sent off for TWO (2) minutes. If the opponent scores during the two minutes, the player can return to the field of play and the team no longer plays short
-
The referee will advise the team when the two minutes are up, and the player is permitted to re-enter the game
-
Yellow Cards issued in an abandoned or not complete game shall stand
B. Red Cards
-
Player is dismissed for the remainder of the game and must leave the bench area
-
The player’s team will play shorthanded for FIVE (5) minutes, regardless of if their opponent scores
-
Red Cards issued in an abandoned or not complete game shall stand
-
The red card will be reviewed by the Discipline Panel to determine the appropriate charge
C. Suspensions
-
Coaches will be advised of the length of a player’s suspension via email by the following Wednesday after their game at 12:00pm
-
The individual must serve the suspension on the game(s) indicated on the suspension notice
-
If a game a player is to serve a suspension on is defaulted the suspension will be considered served
-
If a player is to serve a suspension for a specific game, and the game is rescheduled, the suspension follows that game
-
Suspended players cannot be called up
D. Hearings
-
Hearings for players cannot be requested for the following:
-
OS Misconduct 1.3, 1.5, 1.6 (yellow card accumulation)
-
OS Misconduct 1.13, 1.14 and 1.14A (two yellows in same game)
-
Match official assault. This results in an immediate suspension from all soccer related activity until the accused has attend a disciplinary hearing with the EOS
-
Coliseum decisions can be appealed to the EOS. If you wish to appeal, email support@eosoccer.ca
E. Appeal Process
-
The accused has the right to appeal a red card not mentioned in Section 15.d.i
-
The player or team official has until the Wednesday after their game at 5:00pm to appeal. The request must be made by a team or club official
-
Coliseum staff will communicate the date and time of the hearing
-
The accused is permitted to play until their hearing has been held (except in the case of match official assault)
-
The fee will be returned if the charge is downgraded or found not guilty
16. Communications
-
The league shall mainly use its League Management System for all communications with its member clubs, and their team officials. Communications shall be by e-mail. Clubs must ensure they always have valid email addresses in the league management system for the designated club and team positions
17. Other Matters
-
All matters not included in these published rules shall be dealt with in accordance with the OS published rules
